In 1990, a group of men, including Johnny Hincapie, 50, were charged with the murder of Brian Wattkins, 22, a Utah tourist, at the East 53rd Street subway station. However, Hincapie claims that he was forced to make a false confession.

Under the terms of the settlement, the state will pay $4.8 million and the city will grant Hincapie $12.8 million.
“This settlement resolves a protracted civil case involving a horrific crime,” said a representative of the city’s legal department. “Based on the findings of the DA and our assessment, we believe this agreement is fair and in the best interest of all parties.”
Although Watkins is still on his mind, Hincapie says he is keen to move on with his life. He commented, “I have never forgotten the pain his family went through. “I am fortunate that my city and state have finally acknowledged my innocence, and I look forward to the next chapter of my life with my family,” the defendant said.
