In 2020, Howell returned to the Tar Heels’ starting lineup and led them to a 9-3 record. He won the ACC Offensive Player of the Year title thanks to his 3,586 throwing yards and 30 touchdowns.
In 2021, Howell’s third and final season at North Carolina, he passed for 3,056 yards and 24 touchdowns. The ACC Preseason Player of the Year award went to him.
