Sinha was born in Kolkata, West Bengal, India. He graduated in Economics from the University of Calcutta and then went on to earn a Master of Public Administration from the Indian Institute of Management, Ahmedabad.

He also served as the Secretary of the Food Processing Industry Department, the Department of Agriculture and the Department of Irrigation.
