Previously, the Higher Education Commission (HEC) of Pakistan has successfully implemented two laptop distribution programs, known as PM National Laptop Program Phases I and II. According to PMNLS Phase II, approximately 500,000 laptops have been transparently distributed to students at public sector universities, technical and Federal colleges and FATA. In line with this vision, the Honorable Prime Minister of Pakistan announced Phase III (2022-23) of the Prime Minister’s Notebook for Youth (PMYLS) Scheme. This project aims to provide laptops to talented students studying at Higher Education Institutes (HEIs) in the public sector across the country, including Azad Jammu & Kashmir. Approved by ECNEC, the program plans to award 100,000 laptops to deserving students based on merit through a transparent online system. It builds on the success of two previous schemes implemented by the Higher Education Commission.

Objectives of the PM 2023 Notebook Project

The goals in the government’s vision for this program are as follows:

  1. Improve the quality of science and technology education, including ICT.
  2. Foster partnerships between industry and education/training providers.
  3. Facilitate smart schools to promote networking and improve learning environments.
  4. Increase productivity and added value in the manufacturing sector.
  5. Harness the full potential of IT to benefit the education industry.
  6. Increase productivity and efficiency by delivering cutting-edge IT technologies.

The outlines of the program are consistent with the government’s vision and are as follows:

  1. Computers are identified as the driving force of future development.
  2. Contribute to the digitization of schools, colleges and universities.
  3. Play an important role in the Smart Campus System.
  4. Use IT to maximize its benefits in the field of education.
  5. Promote youth access to information and communication technology (ICT) to bridge the digital divide between sectors and communities.

Eligibility Criteria & Program Application Date PM

Eligible students studying at public sector universities and private institutes, accredited by HEC, can apply for the program online through the Student Services Portal. The eligibility criteria are as follows:

  1. Students must be enrolled in their respective program lengths, according to the table provided.
  2. Applicants must have a valid CNIC/B-Form number.
  3. The student’s enrollment status must be valid as of the application closing date (June 30, 2023).

  • Students enrolled in a PhD/MS/MPhil program or an equivalent 18-year program.
  • Students enrolled in a 4-year or 5-year bachelor’s program (morning and evening).
  • Students enrolled in the MBA Program (3.5 years, 2.5 years and 1.5 years).

PM . Notebook Program Eligibility Criteria

Conditions are not eligible

Certain types of students are not eligible for laptops under this program. These include:

  1. Students attend private sector higher education institutes (HEIs).
  2. The student received the laptop through any Federal or Provincial Government program.
  3. Foreign nationals, except students from AJK.
  4. Students who have not applied online or have not received their application through the online portal.
  5. Eligibility for the laptop prize will also be determined at the time of distribution. If a student does not provide the required documents and proof of academic performance, they will not be issued a laptop.
  6. Students who have completed their coursework before handing out laptops.

How do I apply for the PM 2023 Notebook Program?

  1. Please submit your application through the PMYP Portal at https://pmyp.gov.pk/.
  2. The PMYP, initiated by Prime Ministers Shehbaz Sharif and Shaza Fatima Khawaja (SAPM on Youth Affairs), has revived the Prime Minister’s Youth Notebook Program Phase 3, reflecting the commitment of government in youth empowerment.
  3. The online application deadline is June 30, 2023.

Selection process

The laptop distribution strategy and selection process follows a systematic approach:

  1. After Students register online through the HEC online portal, the system will filter the eligible and ineligible students respectively.
  2. The relevant department lead verifies the student’s data with their online focal point account, including name, CNIC, faculty, grade, final exam/CGPA percentage, etc.
  3. The university contact person is responsible for verification.
  4. If any discrepancy is found in the student’s data, it will be corrected by updating or correcting the student’s information based on records obtained from the institution or the student.
  5. The contact person can reject, verify or modify the application within a certain period of time.
  6. Each institute receives a laptop portion based on a predefined quote outlined in eligibility and achievement criteria.
  7. When the verification period from the HEC expires, an automated process will generate a merit list for each university.
  8. HEC shares the provisional merit list with the institutes for cross-checking and the institutes have 15 days to review and respond.
  9. After resolving any discrepancies in the provisional merit list, the HEC shares the final merit list with the institutes.
  10. Each academy must display the final merit list on their bulletin board, website or social media page, along with the time of distribution.
  11. The final list of achievements will also be published on an online portal, accessible to all students and the public, allowing them to view individual achievement status.

Laptop Distribution Criteria

The distribution of laptops will be based entirely on merit in each degree programme, including PhD, Master/M. Phil., and 16 years of education. Laptop allocation will be determined based on university enrollment and quota for each degree program, including university quota, school quota, program quota degree award, faculty quota and distribution by year.

According to a directive from the Prime Minister’s office, 14% of laptops (14,000 laptops) will be allocated to Balochistan higher education institutions. Students from accredited universities in Balochistan will be accommodated according to this allocated quota. The remaining 86,000 laptops will be distributed among public sector higher education institutions based on their enrollment preferences.
