In early 2019, Sen. Bob Menendez of New Jersey and his new girlfriend, Nadine Arslanian, were riding high.

He had avoided a federal bribery conviction after his trial ended with a hung jury, and the couple had begun traveling the world.

That October in India, Menendez surprised Arslanian by popping the question by belting out “Never Enough” from “The Greatest Showman” in front of the Taj Mahal. A dozen powerful friends, including the leader of one of New Jersey’s largest healthcare systems and a lawyer who would later become the U.S. attorney for the District of New Jersey, showered them with gifts when they got married a year later in a small ceremony in the Queens neighborhood of New York City.

They have already attended two state dinners at the White House, dining with the president of France and the prime minister of India. The senator moved into his wife’s modest split-level home in Englewood Cliffs, New Jersey.

However, their quicksand relationship has unintentionally become dark.

The Justice Department is looking into Menendez, the 69-year-old Democratic chair of the Senate Foreign Relations Committee, for the second time in less than ten years. And this time, the prosecution is also after his wife.

According to two people with knowledge of the situation and subpoenas issued in the case, the new investigation, which is being led by the U.S. attorney’s office in Manhattan, appears to be focused at least in part on the possibility that the senator or his wife may have received gifts from a business owned by a friend of Nadine Menendez that may have been given in exchange for political favors.

The senator’s campaign finance disclosures highlight how serious the new federal investigation is. Federal election records reveal that he has spent almost $290,000 since January in relation to the probe, and last month he established a new defense fund to prevent further depletion of his political accounts.

According to the senator, he anticipated that the investigation will be “successfully closed.” Requests for additional comments were made, but his office did not respond.

A Halal Monopoly

It is still unclear what exactly the federal investigation will look at, including Nadine Menendez’s role. The probe, however, seems to be centered at least in part on the couple’s relationship with Wael Hana, a 40-year-old businessman from New Jersey who has known Nadine Menendez since before she began dating the senator.

She and Hana belonged to a group of friends, some of whom like Cuban cigars, who frequently got together at eateries in northern New Jersey. Several network members have been served subpoenas, according to a buddy who was questioned by investigators and attorneys for other parties involved in the investigation.

In 2019, Hana launched a new business in New Jersey called IS EG Halal, and it quickly became the only organization permitted to certify that any halal food product imported into Egypt from anywhere in the world had been made in accordance with Islamic law.

Given that Hana, a U.S. citizen born in Egypt, claimed in court documents that he had no prior experience in the halal market, it seemed an improbable development.

According to the U.S. Department of Agriculture, four companies in the US divided up the responsibility of ensuring that meat shipped to Egypt was devoid of substances forbidden by Islamic law and fulfilled rigorous processing criteria before 2019.

The United States did not have to approve the choice to grant authorization to just one corporation. However, the Egyptian government abruptly changed course, and at the time, news reports detailed how the hefty new certification fees were anticipated to result in increased meat prices in a nation with 90 million Muslims.

The FBI searched Hana’s house and workplace in November 2019. Hana’s attorney, Lawrence Lustberg, stated in a court document that investigators seized computers, smartphones, Hana’s passport, and “every single piece of paper” from the company’s headquarters. In the filing, Lustberg stated that his client was informed he was not a target of the inquiry and that Hana was not charged.

The senator’s wife and any fancy cars or apartments they may have gotten from Hana’s business are currently the subject of an investigation by the FBI and federal prosecutors. However, it is unclear which, if any, of Menendez’s official actions as a senator are being investigated by law enforcement.

Ellen Davis, a representative for Hana, claimed that he acquired the halal business independently of any American public authority. “Allegations about cars, apartments, cash, and jewelry being provided by anyone associated with IS EG Halal to Sen. Menendez or his wife at all — let alone in exchange for any kind of favorable treatment — are total without basis,” she declared in May. She declined to make any more comments.

A person familiar with a subpoena issued to state senator Nick Sacco in May said that prosecutors have requested any correspondence from Nadine Menendez, Bob Menendez, or prominent New Jersey developer Fred Daibes regarding a bill that has stalled in Trenton. This person was not authorized to discuss the subpoena publicly.

The measure might have prevented the construction of a skyscraper complex at 115 River Road in Edgewater, New Jersey, which Daibes has been intending to construct for years. The legislation would have limited the height of structures close to the Palisades along the Hudson River.

His sentence, which is anticipated to result in just probation, was recently extended for the fourth time. Daibes, whose company owns the building where IS EG Halal has its headquarters in Edgewater, pled guilty to an unrelated federal bank fraud case last year.

The new sentencing date of October 26 should not be understood to suggest that Daibes, who is also represented by Lustberg in the bank fraud case, is collaborating with prosecutors, according to Lustberg. “Fred Daibes is not cooperating with the authorities against Sen.
