Henry Kissinger, the former US Secretary of State, announced on Tuesday that Russia must be given the opportunity to finally reintegrate into the international community following any peace agreement in Ukraine, and to communicate with the country. This must be continued.
Via video link, Kissinger spoke at the World Economic Forum in Davos, Switzerland. “This seems very cliché to countries that have been under Russian pressure for most of the Cold War,” he said.
But he added that it was important to prevent an escalation of hostilities between Russia and the West because they believed the war was “against Russia itself”.
This, he said, “could cause Russia to reassess its historical position, which is a combination of an attraction to European culture and a fear of European domination.”
“At a time when there are 15,000 or more nuclear weapons on its territory, the destruction of Russia as a country that can pursue its own policies will open up a vast area in 11 time zones for internal conflicts and external interference”.
“So this is why I believe in dialogue with Russia while the war continues, an end to the fighting when the pre-war boundary is reached, and a continuing process of discussion between Europe, America and at that time Russia… while the conditions of sanctions and other pressures will be maintained until the end of the war,” he continued.
When Kissinger recommended that Ukraine cede some land to Russia to reach a peace agreement, a Ukrainian lawmaker criticized Kissinger.
Kissinger on Tuesday added that the United States should continue to provide military assistance and, if necessary, step it up until a ceasefire line is established or agreed upon in preliminary negotiations.
He added that he admires Ukrainian President Volodymyr Zelenskyy and the “heroic behavior of the Ukrainian people” and that he now thinks Ukraine joining NATO will be a “appropriate outcome” in the future.
From 1973 to 1977, under Presidents Nixon and Ford, Kissinger served as secretary of state. From 1969 to 1975, he was the national security adviser. He played a key role in the United States’ détente with the Soviet Union and reconciliation with China. He also oversaw some very controversial decisions, such as bombing and military operations in Cambodia.
